A citizen is a legal member of a particular country who enjoys certain rights and privileges, such as the right to vote, access to public services, and the ability to participate in the political process. Citizenship is usually acquired by birth within the country's borders or through a legal process called naturalization.
On the other hand, a non-citizen is someone who is not a legal member of the country and does not enjoy the same rights and privileges as a citizen. Non-citizens may be in the country for a variety of reasons, such as to work, study, or visit, and they may have different legal statuses, such as temporary resident, permanent resident, or refugee.
