Prior to 1976, the Local government system practised in Northern Nigerian Nigeria was Chief-in-Council.By 1952, the Northern region abolished the sole Native Authority and put in its place, Chief-in-Council and Chief-and-Council and. The democratization process in the Northern region was further aided by the Native Authority Law of 1954 which was amended by the Northern Nigeria Law of 1963. They provided for five Native Authorities including Chief-in-Council and the Federal Native Authorities.
