Relationship between the civil service and political executives. - SS2 Government Lesson Note

The relationship between the civil service and political executives is a complex one, as they both have distinct roles and responsibilities in government.

Political executives are elected or appointed officials who hold executive power and are responsible for setting policy, making decisions, and overseeing the implementation of laws and regulations. Civil servants, on the other hand, are non-elected officials who are hired based on merit and serve as the permanent workforce of the government.

While political executives are responsible for setting policy, it is the role of civil servants to implement those policies and provide advice and support to the elected officials. As such, civil servants are expected to remain politically neutral and serve the government of the day, regardless of which political party is in power.

However, there is often tension between civil servants and political executives, as the latter may seek to influence the bureaucracy to achieve their political objectives. This can lead to conflicts of interest and undermine the integrity of the civil service. At the same time, civil servants may resist political interference and seek to maintain their independence and professionalism.

In order to maintain a healthy relationship between the civil service and political executives, it is important to establish clear lines of communication and accountability, and to ensure that civil servants are protected from undue political pressure. This requires a commitment to good governance and a shared understanding of the respective roles and responsibilities of each party.

Ultimately, the success of government depends on a strong and effective partnership between the civil service and political executives.
