Dear Sir or Madam,

I am writing to complain about the central heating system in my rented apartment, Flat 14B, which has not functioned properly for the past three weeks. I first reported the fault by email on 3 March, and I sent a follow-up message on 10 March after receiving no reply. On both occasions, I explained that the radiators were producing only lukewarm water and that the boiler was switching off without warning.

This situation has caused considerable inconvenience. The bedrooms remain cold at night, which has made it difficult for me to sleep, and I have had to work from home wrapped in extra clothing because the living room is uncomfortably chilly during the day. As a result, I have also spent money on a portable heater, even though heating is included in my rent.

I would be grateful if you could arrange for a qualified engineer to inspect the system within the next 48 hours and provide me with a written repair schedule. In addition, I would like confirmation that I will not be charged for any temporary heating costs while the fault remains unresolved.

Public libraries have existed for generations as places where people can borrow books and access information without charge. However, some argue that they are no longer needed because the internet offers instant access to almost any text. While online resources are undoubtedly convenient, I believe libraries continue to serve a valuable purpose in modern society.

Those who question the need for libraries often point to the speed and breadth of digital information. Students can download academic articles within seconds, and e-books can be purchased or streamed at low cost. For many people, especially in wealthy urban areas, a smartphone provides a practical alternative to visiting a physical building. From this perspective, maintaining large public libraries may appear expensive and outdated.

Nevertheless, libraries remain essential for large sections of the population. Not everyone has reliable internet access or the devices required to use it, and printed materials are still important for children learning to read and for older adults who are less comfortable with technology. Libraries also offer quiet study space, free computer use, and guidance from trained staff, services that a search engine cannot replace. In my hometown, for example, the local library runs literacy programmes that support unemployed residents seeking work.

In my opinion, libraries should not be seen as competitors to the internet but as partners within a broader learning environment. Governments should therefore continue to fund them while also improving digital services. A community that closes its libraries risks widening inequality rather than embracing progress.
