I just did a quick check. Some schools ask "for Five SSCE credit passes to include the English Language and at least one of the following: Science subject, Religious Studies, Geography, Economics, and History."

I think you just need to make at least C in 5 relevant subjects (including English). I don't think Government is compulsory to study sociology. But to be sure, please use the JAMB brochure.

In secondary schools, it is because they mostly group subjects under Sciences and "Arts", and it is not a Science subject. but in University it is usually under Business related courses: like Accounting, Banking and Finance, etc. Why did you ask? JAMB and Admission? Please check JAMB Brochure

Chemistry is a key subject that is missing here. Check the JAMB brochure to see sciences courses where chemistry is optional. These 5 subjects can qualify you for perhaps any of the "big" science and tech courses: English, Maths, Physics, Chemistry, and Biology. Without biology, you can still go for many tech courses but without chemistry or physics, it is more unlikely easier either way. Just check the JAMB brochure. Good luck

I don't think you must pass Accounts in your O'Level before you can study Accountancy. But to be sure, it is important you check your course requirements using JAMB brochure: Download JAMB Brochure 2020 (PDF)
